Does any onwer experience aircon motor sound very loud when cold start?

I am an owner of both the Prius C and the Prius. The air-cond of both these Toyota hybrid do not turn off when the car is trapped in the jam or waiting for people. Toyota hybrid uses an electric air-cond compressor which is run purely by electric. Toyota hybrids can move from stationary via the electric motor itself without the petrol engine being turned on. However, the air-cond will remain on all the time.

The air-cond of the Honda Insight / Jazz Hybrid will auto turned off once you get caught in a jam. The blower will be blowing but the air-cond compressor will not be on as the engine turns off because these models uses a conventional air-cond compressor. Hence, after a while, you will be getting normal air and not cold air from the air-cond vents. However, I understand that you may on the air-cond by switching the ECO mode off and hence, the engine will run. In this mode, it practically defeats the purpose of having a hybrid. I guess you must have heard of this from others and you think it applies to all hybrids. Of all Honda hybrid sold here, only the latest Civic hybrid uses an electric air-cond compressor and the air-cond will be on during traffic jam.
